Rural areas of Torbat-e-Haydarieh are considered to be among regions which no profound and serious researches have been done. To help the policy markers and planners to dispose and regulate suitable policies for rural regions, based on their economic and social properties and potentials. There is a need to carry out proper research to measure the relative development level of rural regions and detemine the disparities among rural areas. This study also tries to identify the transformation trend in facilities and possibilities. Also to achieve the objectives of the study 58 socio - economic indicators for three periods of 1986, 1996 and 2000 were selected to measure the relative level of rural development. To make indicators scale free and calculate composite indices, various methods such as principle component analysis and cofficient of variation were used in different stages. The acquired results of this paper reveals that according to rural classification in relative development level, 24.74 percent of villages are categorized in fairly developed, 39.32 percent in developing and 35.94 percent among under developed (deprived) regions. As a general conclusion, we can express that in spite of decreasing inequalities among rural regions during 1986 to 2000, the rural development process has not created a balance, uniform and sustainable development in the study area, promoting rural migration.
