In the recent years, unorganized development of urbanization in Iran prepared the basis for ministration master plans. In spite of ministration and enforcement about four decades this plans, in practice, those cannot in the arrangement to urbanization be prospered. Evaluation and pathology this plans, can help to us in apperceive and understanding aspects of positive and negative and their reformations. In this paper, we try with apply theory of systems, pathology of master plans as reference of conduction plannings are investigated. And finally, we proffer the proposals for reform incorrect trends.
